Its potential benefits must align with responsible water management, as gaps in socio-economic and institutional knowledge hinder progress. Environmental uncertainties and public trust are crucial for success. A holistic framework is necessary to address these interconnected challenges, emphasizing water-focused, locally-led, and future-proof approaches. This framework involves efficient water management, inclusive planning, and long-term adaptability. Recommendations include stakeholder engagement, climate-resilient strategies, and participation in national energy strategies.
